He said it was expected once those components were on-site at Waipa they should be able to be locked-in within a week.
Mr Cordes said the building of the Waipa bypass road will start in September, and work on the additional, widened carparking will start in December/January.
With the toilets and sealed carparks already done by the Rotorua Lakes Council, "we want to move from temporary to have permanent, well-established buildings, including a cafe, bar and restaurant".
Mr Cordes said they had filed for building consent for the spa complex.
"That's currently in the process ... we haven't heard back yet."
Keith and Eric Kolver are the directors of Secret Spot Ltd who are co-developing the spa complex with Red Stag.
Eric Kolver said they thought a bathing and spa experience in the forest would complement and support Rotorua's mountain biking and tourism activities.
He said they were expecting the consent to come through imminently.
"We will be operating as Secret Spot Hot Tubs Rotorua. We want people to have a premium experience in the cedar hot tubs, reconnecting with their family after a day of adventures ... it'll be a Kiwi experience at the natural end of the bathing product."
He said the development would take place in a "couple of stages" and the target was to have it operational by summer.
Mr Cordes said in the future Red Stag was looking to add accommodation and other health and well-being elements.
Mountain Bike Rotorua director Tak Mutu said the latest stage was much anticipated.
"We've been sitting and waiting patiently for six years ... it's a long time coming. I guess there's the old adage of 'good things take time' but we've been waiting for this last stage for Red Stag to get their ducks in a row."
He said they had seen a huge increase in mountain bikers over the years.
Deputy mayor and council economic development portfolio lead Dave Donaldson said the council was delighted the development was now almost under way.
"It will be a great addition to existing facilities at Waipa and to Rotorua's offering as a mountain biking destination. This is the latest in a series of developments in Rotorua which are underpinned by confidence in our visitor economy, of which mountain biking is an important component."
He said Red Stag's projects showed the strategy to establish Rotorua as a globally recognised mountain biking destination was working.
"Red Stag has long been a supporter of mountain biking initiatives, providing the public spaces at Waipa and are a regular sponsor of the sector."
Destination Rotorua chief executive Michelle Templer said mountain biking and spa and thermal wellness were key pillars used to promote Rotorua as a world class visitor destination.
"This development will help to bolster the claim that Rotorua is both the mountain biking capital of New Zealand and the pre-eminent spa destination in the South Pacific."
Ms Templer said this was yet another example that proved Rotorua was on the rise.
"Our visitor industry continues to be a major driver for the Rotorua economy, so we are thrilled that there is so much investment still in the pipeline."
