He said they realised the numbers would not be the same as previous years but there was no way to change the situation.
The trust was currently figuring out the space available, considering the 1000 reserved seats, and how many of the 350 corporate tickets would be available to be rereleased for the public, Mr Edward said.
The Energy Events Centre has a capacity of 4000 people.
No commercial food or alcohol can be taken into the venue and no chairs are to be brought in.
The First Sovereign Trust Fireworks Finale intended for 10.15pm has been cancelled.
Three-hundred and fifty car parks, including limited disability parking, are available at the events centre.
Despite the change, Mr Edward said the concert is going to be a "absolutely spectacular night".
"People understand there is great uncertainty about the weather. It's fantastic having such an absolutely outstanding venue to use. We are lucky to have such facilities to put on a worthy show."
Doors at the events centre will open at 4.30pm, with the pre-show entertainment starting at 5pm with performances from the Rotorua Boys' High School Pasifika Group and members of the Chinese community.
The pohiri is at 7pm and the main show gets under way at 7.30pm.
Entertainment will be provided by aerial and circus theatre group The Dust Palace,
international opera star Simon O'Neill and the Auckland Philharmonia Orchestra.
With fans on both side of the Tasman following their appearance on The Voice Australia, The Koi Boys, with local Ngahere "Nuz" Ngatai, are sure to be popular.
New Zealand singer-songwriter Annie Crummer, local singer Anahera, former Op-Shop frontman Jason Kerrison and singer Tim Beveridge would all be performing.
The halftime gold coin donation will help 60 athletes from Rotorua attend the Special Olympics National Summer Games in Wellington in November.
Mr Edward said he hoped the community donated generously to the cause.
"It's a special opportunity for people to get behind a worthy sector of the community. This is a free concert so we hope people feel the love. It's a way of saying good on you, go for gold."
