The main provisions in the new legislation are:
* raising the minimum driving age from 15 to 16 on August 1 this year;
* giving the NZTA the power to strengthen the restricted licence test;
* lowering the drink drive limit for drivers under 20 from the current 0.03 to zero;
* repeat drink drive offenders will have a zero limit for three years after they get their licence back;
* courts can require repeat or serious drink drive offenders to use alcohol interlocks; and
* doubling the maximum sentence for dangerous driving causing death from five years to 10 years.
The legislation also gives the police powers to take alcohol readings from all drivers involved in fatal or serious injury crashes so research can be carried out before the Government decides whether to lower the overall alcohol blood limit.
