"Our goal right from the start is to win, if you set your goals low you will achieve low," he said.
The team do not feature any New Zealand sevens players or ITM Cup players but boasts some great talent from Baywide premier rugby clubs, including Rotoiti.
Bay of Plenty will play against Tasman, Northland and Counties Manukau in pool play on Saturday.
The top two teams in each pool will then advance to the Cup quarter-finals on Sunday.
Gibbs said one of the great things about the national sevens tournament was it gave players a chance to put their names forward for the New Zealand sevens squad.
"With sevens now in the Olympics, it gives guys a chance they may not otherwise have had to put themselves on the big stage," said Gibbs.
The Bay men's team were tested against some quality opposition during a provincial sevens tournament in Mt Maunganui at the weekend.
Although they did not make the quarter-finals on that occasion, Gibbs said there were a couple of really good individual efforts during the tournament.
However, he said they still needed to improve on their team performance if they wanted to do well this weekend.
Rotorua's Curtis van der Heyden, who has played for the Bay team for two years, said they had the team to win the competition.
He said the biggest challenge was just getting to know each other's playing style, with lots of players coming from different rugby clubs and playing together for the first time.
Van der Heyden said the team was looking forward to playing at home in front of local support.
"We would love to see plenty of support this weekend."
The Bayleys National Sevens includes 16 provincial men's teams and 10 provincial women's teams competing for national titles.
