"The consequences of this incident are very shocking and upsetting for both clubs, our volunteers, supporters, staff and players," she said.
"There is absolutely no place for this type of behaviour in rugby, on or off the field, and it won't be tolerated.
"Misconduct complaints have been filed against the two players involved in the altercation and the union's judicial officer will have the power to suspend one or both of them from playing, pending the findings of the judiciary."
It was reported an ambulance attended the sports ground and treated and transported two people to Taupo Hospital.
