More than 1.5 million Lucky, Power and Triple Dip Lotto tickets were sold in Rotorua in the past three financial years - costing ticket buyers more than $23 million, New Zealand Lotteries Commission figures show.

The number of ticket sales was highest in 2011/12, with 582,279 Dip sales. Sales dropped off to 506,360 in 2012/13 and rose again to 533,654 in the last financial year.

Ticket buyers spent $8,555,802 on Lucky Dip tickets in Rotorua in 2011/12, which was the most in the three years. Dip tickets were between $6 and $26 each, depending on the number of Lotto, Powerball and Strike lines purchased.

More than $15 million was won in Rotorua across all games and divisions in the three-year period.

Four Rotorua ticket buyers were lucky enough to beat the 3,838,380 to 1 odds of winning First Division on a line in the three year period. First Division wins had an average pay out of more than $400,000.

The 639,730 to 1 odds of winning Second Division on a line were bet by 52 Rotorua shoppers.

The average payout of Second Division wins was $20,159.

According to Lotto, the city's biggest win in the last three years was a $3.4 million Big Wednesday win at Rotorua Pak'nSave.

The city's luckiest store since draws began in August 1987 - based on the number of First Division, Lotto Family and Big Wednesday wins - was Paper Plus in Central Mall, the Lotteries Commission said. The store has had 13 First Division winners.

Paper Plus Central owner Heather Jenkins said a lot of mall-goers made the effort to call in at the store because they'd heard of the winning record.

"We get a lot of regular customers and people who have come from out of town," she said.

The average Lotto player spent $20 on a Triple Dip, while groups would spend more than $100, she said.

The store had had its regular pre-Christmas rush and with a special Christmas Triple Dip being released tomorrow, Ms Jenkins expected the madness to continue.

"It's also the first year the mall has been completely open so we hope the buzz will continue past Christmas."

New Zealand Federation of Family Budgeting Services chief executive Raewyn Fox cautioned ticket buyers about the need to prioritise spending.

"We haven't had any major issues with Lotto, but the same goes for it, as for all discretionary spending - make sure you've paid the bills and bought the essentials first," she said.

In general, it seemed people were being quite careful and holding back on big purchases this Christmas, she said.

However, careful planning was as necessary as ever.
