The idea of a "super council" covering the Bay of Plenty, similar to Auckland's Super City, isn't winning favour in Rotorua or the Eastern Bay.

An announcement is expected in the next few months that could pave the way for a single unitary authority, which could include the functions of the Bay of Plenty Regional Council.

The prospect of a super council has been discussed informally by the region's six mayors since the formation of a single council for Auckland. Local Government Minister Dr Nick Smith is expected to remove obstacles to amalgamation.
