You could be forgiven for thinking a decision about whether shops will be allowed to open this Easter Sunday is a forgone conclusion.

The Government decided to throw the decision back to local councils to let individual areas choose whether they would like to open.
The Rotorua Lakes Council called for submissions and they were heard last week.
A total of 121 submissions were received, 78 in support and 43 opposing. Only eight people wanted to have their submissions heard in person and of those, only three turned up. Of the three, only one was against.
