More slips and fallen trees are expected over the next few days because of Rotorua's saturated ground conditions, and more rain is forecast for next week.
Rotorua Lakes Council crews are continuing the clean-up following this week's deluge with several roads likely to remain closed overnight.
Meanwhile lake levels are expected to take several weeks to stabilise and a no-wake zone has been established in Okawa Bay on Lake Rotoiti to prevent damage to lakefront properties.
Some roads around the district have reopened but many will remain closed overnight. Okareka Loop Rd and Loop Rd were now open but would need further cleanup once all roads had reopened.
Tonight Waikite Valley Rd would open to one lane. However, Hamurana Rd, Lake Okataina Rd, Manawahe Rd and Longview Rd would be closed overnight.
