National road policing manager Superintendent Carey Griffiths said police were still investigating the incident.
"All I know is they were at Lake Rotoma and she's entered onto the roadway and been struck by the bike."
Police at the scene had spoken to the rider, Mr Griffiths said.
"Early indications are it doesn't look like there's any fault on the part of the rider, but they've got work to do there."
Yellow paint now marks the road where the collision happened and pink flowers were yesterday strewn in the dirt on the roadside nearby.
A Rotoma resident, who lives metres from the crash scene, said she believed the girl was on holiday with her family, staying in a holiday home.
It appeared the girl was with her family or friends on the lakefront, before she tried to cross the road and was hit, she said.
The resident, who wanted to be known only as Ms King, said while she didn't see the crash happen, she heard it, with a loud bang ringing through the air.
"I could hear it, I could hear her, crying and screaming," she said.
"One minute they're all happy out there, having fun together and then bang, that happens. I've got a girl of my own and it's just heartbreaking to think about something like that happening to her."
Ms King's daughter had waved and said hello to the girl earlier that same day, she said.
Cars stopped after the crash and people quickly called for an ambulance, but waiting for it to come felt like eternity, Ms King said.
She said police had hours earlier been patrolling the same stretch of road stopping people for speeding.
A worker at a nearby business said the Rotoma community had been left stunned by the incident, especially as so many children crossed that road in the warmer season to get to the lake.
"It's just one of those tragic things. It seems like it's been a horror weekend on roads, it's very sad."
About 1.50pm on Saturday, a 75-year-old Tokoroa woman died after her car, which was travelling south on State Highway 1 at Lichfield, crossed the centre line and collided head on with an oncoming truck , police said.
Police were still investigating the crash.
There was also a second crash on State Highway 30, near Braemar Rd, on Sunday night. The occupants were taken to Rotorua Hospital by road, the extent of their injuries was unclear.
A milk tanker and car collided about 7pm on Sunday on Brett Rd, near Lake Rerewhakaaitu. The two occupants of the car and the tanker driver were "shaken" but otherwise uninjured, Inspector Willie Taylor from Police North Communications said.
The national death toll over Labour Weekend, as of last night, stood at three with a man in his mid-50s killed in a crash at Dairy Flat, north of Auckland, less than an hour after the start of the official holiday road toll period on Friday. The official period closed at 6am today.
