An employee at Liquor King on Fenton St, Rachelle Ma, said she had been working at the time of the incident, and tried to help.
"I heard screaming. It's not a good place to cross, there's bad lighting."
She said a woman who worked at Te Puia gave first aid to the woman before ambulances and police arrived.
Denise Emery, human resources and health and safety manager at Te Puia, had spoken to the staff member who came to the woman's aid.
"They respectfully decline to comment, as they do not wish to be involved at this time."
Senior Sergeant Mike Membery told the Rotorua Daily Post on Monday evening the woman was a tourist from China.
A police media spokeswoman said the Serious Crash Unit was investigating the incident and that was likely to take some time.
