Proposed changes to New Zealand’s resource management legislation have been rejected by Hamilton city’s elected representatives.
The city councillors say it is a fundamental loss of control for local government in being able to plan and deliver outcomes for its communities – and a step backwards for the country’s planning system.
At its first meeting of the year last week (Feb 2) Hamilton City Council discussed its submissions to the Natural and Built Environment Bill and Spatial Planning Bill; two of three pieces of legislation that make up the Government’s Resource Management reform, which will replace the Resource Management Act.
The proposed new pieces of legislation were introduced to Parliament in November and were expected to be passed into law before this year’s election. The Natural and Built Environment Act will set out the rules for land use and resource allocation in a region with a National Planning Framework highlighting national policy, desired outcomes, limits on environmental degradation and targets.
