Gisborne has been hit by surface flooding after heavy rain overnight and this morning.
The Gisborne District Council said it was working to resolve flooding on a number of local roads and Gisborne Girls High School was closed after toilets backed up.
The wastewater system was also overflowing in places due to storm water entering the system, a council spokeswoman said.
The council was working to resolve the issues as quickly as it could, but some would not be able to be dealt with until the rain stopped.
MetService forecast the deep low causing the rain to move south from Gisborne into Hawke's Bay.
A heavy rain warning was in place for Gisborne and Hawke's Bay north of Mohaka, 33km southwest of Wairoa.
Some heavy rain was also expected between Mohaka and Napier.
