New Zealand has one of the lowest rates of parental leave in the OECD, and research has found financial pressures are driving people back to work before they are ready.
Labour MP Sue Moroney's members bill would increase paid parental leave from 14 to 26 weeks.
The bill has enough support to become law, with only National and Act in opposition, but Finance Minister Bill English has indicated the Government would exercise its financial veto to block the bill at its final reading.
The Government claim the additional $150 million a year to cover the extra leave is too expensive.
