Injury has ruled Natalie Peat out of next month's European pool competitions, the Orange and German Cups.
The Papamoa Surf Life Saving Club member has had to withdraw because of a foot injury sustained at last month's International Surf Rescue Challenge.
Surf Life Saving New Zealand sport manager Mike Lord says her recovery has been slower than hoped.
"Our medical team, along with Natalie, agree it is too risky for her to try to put a fin on that foot in the next month, so she has made the decision to pull out. Obviously this is a very tough decision for her as she was hoping that it would have improved in time for the trip."
Peat will not be replaced, leaving seven athletes in the New Zealand team. The squad departs on November 12 with coach Steven Ferguson and team manager Mark Weatherall.
