Road works were already happening at Cambridge Rd and Fraser St.
Ms Holmes said delays should be expected at both locations, particularly Fraser St where new roundabouts are being installed, and a section of road by the Merivale shops was being resealed (pictured).
A temporary 30km/h speed restriction was in place and the work was expected to take about four weeks to complete.
In April, a separate stretch of Welcome Bay Rd - between Waitaha Rd and Forrester Drive - will be reconstructed as part of a major wastewater upgrade.
Ms Holmes said the council planned to reseal roads as part of their annual reseal programme. While it was still early days and the 2012/13 programme was still being compiled, Ms Homes said there were no significant sites remaining to be resealed this financial year.
New Zealand Transport Agency state highway manager Brett Gliddon said there were no major plans confirmed for the 2012/13 year in the Western Bay of Plenty, other than the continuing work on the Tauranga Eastern Link.
Construction of the $455 million project began in December 2010 and it was not expected to be completed until 2015.
More than a year on, the main focus of the project now is the shifting and settling of dirt to firm up the future highway.
"We have moved about 800,000 cubic metres of dirt so far and expect to move in total 3 million cubic metres. So that will take a couple of years," Mr Gliddon said. Already the ground had sunk in the area it needed to, he added.
"At Domain Rd, where there is a lot of activity, we have had about 3.5m of settlement already. It moves quite a bit but that's what we were expecting. We just have to make sure it happens."
The highway is the Bay of Plenty's largest roading project and will reduce travel times between Tauranga and Paengaroa. It will incorporate four lanes, a central median barrier, new intersections for Sandhurst Drive, Domain Rd and the Paengaroa junction, a new overbridge for Parton Rd and an underpass for Maketu Rd, and an electronic free-flow tolling system.
