Tauranga City Council and the New Zealand Transport Agency are considering bringing the completion of the Papamoa East Interchange forward to 2020.
The interchange, at present scheduled to finish in 2025, is to connect the proposed Papamoa East town centre with the Tauranga Eastern Link.
According to the Wairakei/Te Tumu Framework Plan endorsed by the council's city transformation committee yesterday, some Papamoa East landowners say the development of the interchange is "critical" to the delivery of the town centre.
Bluehaven Management said the project needed to be completed by 2020 to meet expected demand for land in the area.
The council said "robust evidence" was needed before funding decisions could be made about fast-tracking the interchange.
