She said animal control officers and police arrived and spoke to the owner near Koromiko Road before the pitbull was taken by animal control.
When she later called the dog ranger, she was told the matter was in police hands but animal control still had the dog.
The owner of several cats, Miss Semple said she didn't blame dogs in situations like this but owners needed to be held accountable. "I could see the dog really did love its owner.
"The owner needs to know what his actions have done to somebody."
She also felt the process for dealing with the situation hadn't been explained to her very well.
"I got thrown a police card and 'See you later'."
Miss Semple has seen and heard of other dog attacks in the area this year.
"I used to walk in the morning ... I don't do it now. It's got really bad."
She plans to campaign to have something done about roaming dogs and intends to lobby council. "I'm really keen to do something," she said.
The Chronicle spoke to council staff yesterday but was told to put questions in an email. A council spokesperson confirmed the dog was at the pound but the matter was being dealt with by the police.
Meanwhile the Chronicle heard from a Castlecliff man yesterday who said dangerous dogs roamed the streets in the Wanganui suburb regularly.
He felt the council were not taking the issue seriously enough and some people were worried about walking the streets.
