An earlier meeting with rest-home management failed to resolve the issues and a second meeting was scheduled with management and the Whanganui District Health Board but was called off by the rest-home. Mrs Calman said it was time to make her concerns public.
She said she had taken over much of the care of her cousin, now 83, until her concerns were addressed.
"When you love someone that dearly, you have an obligation to advocate for them," Mrs Calman said. "Since I took over feeding her myself three months ago she has gone from 50 kilograms to 53kg."
Whanganui District Health Board manager of health for older people Andrea Bunn said the board could not discuss individual residents.
"We can confirm that we have received a complaint from a family member of a Broadview resident," Ms Bunn said.
Mrs Lowrie moved to Broadview after an incident at her previous rest-home, Wattle Downs in Springvale.
She fell in September 2009, fracturing her hip, but was not hospitalised until two weeks later.
Mrs Calman spoke out publicly for her cousin then, when she could not convince the rest-home to take action over the fall.
Mrs Lowrie was X-rayed and found to have a fractured hip, and received a new hip as a result. Mrs Calman said at the time she was told by a doctor that the fracture was left too long and a hip replacement might not have been necessary if she had received medical attention sooner.
Yesterday, Janet Lester, a spokeswoman for Bupa NZ which runs the Broadview home, said a new meeting was scheduled with Mrs Calman.
"The care of our residents is of the utmost importance and we take any concerns seriously as is the case with Mrs Calman's concerns," Ms Lester said.
"It was agreed by all parties that the meeting scheduled for last week be deferred to allow us to obtain all the necessary information so we can seek a final resolution for Mrs Calman. We have a scheduled meeting with her next Tuesday."
The Health and Disability Commission said family members concerned about the care of relatives in rest-homes could approach the commission if they were dissatisfied with attempts to resolve issues with the rest-home directly.
