"It's about giving people the tools, the information, empowering them that way to link in with the relevant services because they're the ones equipped to provide [an] extensive level of support."
Ms Hipango said her new Whanganui office was "more amenable to dealing with public and numbers and meetings".
"It won't just be about one-on-one with constituents, we're looking also at collective community-type gathering. The other premises was a bit more limited with what was available."
Paul Woodmass is Ms Hipango's parliamentary MP support in Whanganui having previously worked as a private secretary for former National Party MP Maurice Williamson.
"So I know government structure and how it works down there," he said.
In Hawera Sue Turahui, who has been at the Hawera office for nine years, and Stratford's Kath Weir continue with Ms Hipango having worked for Mr Borrows.
Meanwhile, the first-term MP has been appointed to the Maori Affairs Select Committee which Te Tai Hauauru MP Adrian Rurawhe also sits on.
The committee deals with Maori affairs and treaty settlements and currently has two settlement bills before it.
Ms Hipango has also taken an interest in the Foreign Affairs, Defence and Trade Select Committee sitting in for colleague MP Mark Mitchell.
"I've since asked the chair if I'd just be able to continue sitting in without speaking or voting rights," she said.
"It's just being abreast of what the developments are internationally. The interest that I have there is a long family military association."
Ms Hipango said her first three months in Parliament had been "fascinating" after winning the Whanganui seat with 1706-vote margin over Labour's Steph Lewis in September's election.
The Whanganui electorate office will be open business hours while the Hawera office in the Victoria St office will be open weekdays from 9am-3pm and Stratford Monday to Thursday between 9am-1pm at Community House.
Ms Hipango said she aimed to be in the electorate Fridays to Mondays.
