Despite legal highs being removed from shelves - for now, at least - the Rangitikei District Council is pushing ahead with its local approved products policy (LAPP).
It wants to limit future outlets to the main streets of Marton and Taihape.
It joins neighbouring Wanganui District, which is continuing work on its own LAPP.
Last year's Psychoactive Substances Act gave local councils control over where approved legal highs could be sold within its district.
While an amendment to the Act this month removed all legal highs from the market, some will be allowed back if proven safe.
