The Government will this week announce the details of an independent inquiry into local council rates.
Local Government Minister Mark Burton announced the inquiry in August, heading off a private member's bill that would have capped rate rises.
However, over two months later, the Government is yet to even announce the inquiry's terms of reference.
A spokesman for Mr Burton today said the details would be revealed this week.
National Party local government spokesman John Carter said the terms of reference needed to include the financial burden being placed on councils by recent law changes.
He said if Labour did not do so, National, with the support of the Greens could still force a select committee inquiry.
Mr Carter said the Government had failed to treat the matter with the urgency it deserved.
The inquiry follows widespread concern over burgeoning rates bills in many parts of the country.
