Auckland City police are now investigating one of two children's homes shut down while Child, Youth and Family Services inquires into staff treatment of at-risk children.
Police spokeswoman Noreen Hegarty says a child-abuse team is investigating one complaint.
CYFS closed an Auckland family home on February 8 to investigate two resident foster parents.
A second home, in East Auckland, was closed 11 days ago because of concerns about two resident caregivers.
Ten children, aged between 14 and 16, have moved from the homes into alternative accommodation.
