"We went and had a look at 8am and found a disgusting sight. The mongrels probably stole the beast too," she added.
The incident was reported to the Far North District Council.
Illegal dumping is not unique to the Far North though. According to the Daily Post, dumping on a rural Rotorua road, beneath a Mamaku Residents' and Ratepayers' Group sign saying 'Put your waste in the right place', has sparked outrage.
"I think it is appalling that it was dumped in bulk underneath the sign. If someone misses the rubbish collection we have the rural transfer station open on a Wednesday and Saturday. This is just infuriating.
"It is totally unnecessary and it is lazy," chairwoman Wendy Roe said.
"They [residents] spend hours picking up other people's rubbish off the road. It is just pathetic behaviour."
Rotorua district councillor Charles Sturt described people who dumped rubbish "like this" as the scum of the Earth.
