He forced her to drive her silver Toyota stationwagon to Mair Park and then to the ASB bank on Kensington Ave, where she parked outside for a short time. He then forced her to drive to the carpark on Quay St in the Town Basin, before leaving her in the car about 9am and running towards James St.
The alleged kidnapper was clean-shaven, Maori and in his mid-30s to early 40s. He was wearing a black hoodie, dark trousers (possibly jeans) and grey running shoes.
Detective Shane Pilmer urged anyone with information to contact police.
"Our message is for people to be careful, especially females, while parking in town on their own. Lock your doors and look around and, if you see anyone acting suspiciously or hanging around, call the police," Mr Pilmer said. On July 24, an 18-year-old was in her car and stopped on Otaika Rd, waiting to turn into Tarewa Rd, when a man on the central traffic island tried to open her driver's door.
She described him as Maori, aged in his late teens, of stocky build, and dressed in a black hoodie with a blue T-shirt or collar. Her door was locked and she was able to drive away.
A week earlier, a man attempted to get into a car parked on the forecourt at BP Wylies Service Station on Maunu Rd. A woman who was in the passenger seat said that while the driver had gone to pay for fuel a man came into the car and began searching for the keys in the ignition.
Police had not received a complaint regarding that incident, but because of the serious nature of the allegation contacted the service station and viewed the CCTV footage.
The footage shows a man in a hooded red jacket opening the car door, reaching inside and then taking off.
