Mr Burrows said the driver who pulled into the lane had been spoken to by police and said the crash was the result of driver behaviour.
"People need to be more vigilant," he said.
Brett Gliddon, NZTA Northland and Auckland highway manager, said the roadworks in the area were well signposted and there are speed restrictions in place.
"The signs and cones have been in place since January without any other incidents.
"The transport agency reminds motorists they should drive to the conditions and stay within the lower speed limit to ensure their safety, that of other road users and our construction teams," he said.
The state highway is being upgraded to improve efficiency and safety in the area and is due to be completed at the end of this year, as expected.
