A man jailed indefinitely for masterminding a cruel, sadistic attack on a honeymooning Dutch couple in the Bay of Islands, including raping the teenage female tourist, has been denied parole.
Keith Anthony McEwen, 40, was sentenced to preventive detention in July 2007, with a minimum non-parole period of 10 years, on a raft of charges - one charge of rape, five of sexual violation, two of kidnapping, two of aggravated robbery, and one each of attempted stupefaction and using a document - after admitting attacking the Dutch honeymooners at gunpoint as they slept in their campervan at Haruru Falls west of Paihia, in February that year.
He became eligible for parole in July and his first hearing before the Parole Board was in August.
The board turned down parole, saying McEwen's risk of general and violent re-offending is assessed as high, and risk for sexual re-offending is assessed as moderate/high.
"In our view, however, there is significant work to be done before the Board could be persuaded that risk is other than undue," the Parole Board decision said.
