Road spikes were needed to stop a "packed out" Nissan Tiida fleeing police through Waipukurau on Wednesday.

Two people have been charged after the chase, which lasted about 25 minutes, came to an end on State Highway 2.

Waipukurau Police Senior Constable Glynn Sharp said Hastings traffic patrol became involved with another fleeing driver after he failed to stop at Te Hauke.

"The driver began deliberately driving in a dangerous manner in an attempt to force the police vehicle to withdraw," Sharp said.

"The on duty Waipukurau staff became involved in the effort to stop the vehicle which had driven up on the foot path in an attempt to avoid road spikes as it passed through the Waipawa township."

After a second set of road spikes were deployed on the bridge over the Tukituki River, the vehicle eventually came to a halt on Takapau Rd.

"A Hawkes Bay Dog Handler was quickly on the scene and the offender soon surrendered minus a piece of his shirt, thanks to a competent canine negotiator."

Four people were taken into custody at 5.45pm, but two were not formally charged.

"The driver was identified as a 25-year-old high risk offender who had escaped police custody in the Wairoa area some days prior, complete with a set of police handcuffs attached."

He was charged with breaching bail and also faces charges for his driving.

His 24-year-old girlfriend was also charged with breaching bail.
