"The good news is that conditions are improving as we head towards the weekend, but the general conditions over the entire country aren't really changing."
A ridge of high pressure would move over the country from the Tasman Sea by today, which meant a more settled end to the week's weather.
Although daytime temperatures would begin to creep higher, Hines said for horticulturalists and gardeners, there was a risk of overnight frosts in some areas.
There would be a drop in the wind as the week continued, followed by showers easing as the weekend drew closer.
"Things will slowly start to warm up, but we're not having any major changes to the wind direction or the expected temperatures until later in the weekend."
Today, residents would be greeted by morning showers, which would eventually move inland, heading away from both Napier and Hastings.
"The wind will be dying away as well, so by the evening, it will be really nice and calm for that part of the country."
Hines said the conditions would be much the same for tomorrow."There will be a few showers inland, one or two may sneak towards Napier or Hastings, but as we head towards the weekend it will be fine."
"There will be a few cold temperatures on Thursday and Friday with highs of 14C for the rest of the week, but it's looking a little warmer for the weekend with 17C on Saturday and 20C on Sunday.
"So we will get that warming trend by the end of the week."
