Magpies loosie Marino Mikaele-Tu'u, who played in the 2016 Baby Blacks side which finished fifth at their World Championship in Manchester, hasn't been selected in tonight's 23 by Magpies mentor Craig Philpott, who is the New Zealand team's head coach.
Falcon is playing well enough to get the nod for Georgia. He has certainly displayed the benefits of his training stint with the Hurricanes as well as his trip to the Brisbane Tens with the Canes.
The Lindisfarne College product's versatility (he can also play second five-eighth or fullback if required) is a big asset.
Hurricane Jordie Barrett isn't on this trip with the Baby Blacks but is eligible for Georgia.
Should Barrett not be required by the All Blacks selectors for the Lions Series, and it will be a surprise if he doesn't join his brothers Beauden and Scott in the initial squad, he is expected to be a candidate for the starting 10 role for the Baby Blacks in Georgia.
Should Barrett not make the trip to Georgia, Falcon has the opportunity to put his hand up for the role with some polished displays on the Gold Coast.
A 2016 New Zealand Secondary Schools prop, Farrell, has a huge future in the code. If he misses World Championship selection this year he will still be eligible for the Baby Blacks again next year.
Rakete-Stones played at the Oceania Tournament last year but missed World Championship selection.
His ability to play hooker as well as prop often works in his favour when teams are selected.
Wellington prop Alex Fidow was a late withdrawal from the side which travelled across the Tasman and he has been replaced by Aucklander Robb Cobb.
Despite some late changes Philpott said the team is gelling really well.
"The Oceania tournament provides the first taste of international test match rugby for several of the players, and offers a good step up for them. We've had All Blacks assistant coach Ian Foster in camp with us for the last three days, which has inspired the team, and he offered plenty of good advice in training for the boys.
"When selecting the starting teams for this tournament we want to give everyone an equal shot at game time, to test some different combinations and cement our game plan for the World Championship in June. All the guys will either get a start or come off the bench over the three games.
"This Fijian side is an unknown quantity to us. However, it's probable they will want to keep the ball alive and not kick too much, play with flair and want to attack. We think we have the combinations to counter the strengths of the opposition.
"For this tournament we have set ourselves a couple of simple goals around attack and defence. We want to embed the patterns that we have been working on in our earlier camps in New Zealand and in training this week on the Gold Coast. I'm looking to see players to stick with those patterns, regardless of the pressure they come under, so we stay in shape and stay in structure," Philpott said.
After tonight's game the Baby Blacks will take on Samoa on Tuesday and Australia on May 6.
