An MPI spokeswoman said the report released last month was an "inspection" report from an Animal Welfare Inspector, which looked at the pound facilities and any issues in terms of compliance with animal welfare legislation/requirements.
The inspection/audit report stood on its own merits, she said.
Another report - expected to be completed in the next few weeks - was an investigation report which would deal with specific allegations of breaches of animal welfare legislation made regarding the pound.
The spokeswoman said this second report would use much of the information from the inspection report, and would incorporate additional elements relating to interviews.
"This report is designed to identify whether any offences have been committed and by whom. If none have been committed then it will state that as well," she said.
Before Christmas, the council's release on the inspection report stated it found there were no breaches of the Animal Welfare Code at the pound, and "that on the whole the Napier pound is 'well run' and 'very clean and sanitary'."
It did not mention a second report.
Yesterday a council spokeswoman said the statement was accurate, as the inspection found no regulatory or legislative breaches.
"We were given a copy of that report so that we could work quickly to improve some of our systems and our record keeping, which MPI identified as not being up to scratch," she said.
"We've implemented those improvements and communicated them publicly, in order to assuage any concerns some residents had about the way the pound is run."
The spokeswoman said they had not mentioned the second report as they did not have an exact time for its release.
"We understand that we are expecting a second report on some separate allegations from MPI, the timing of which is unknown, and when that report is shared with us, and if there are any findings for action, we'll obviously take them on board and communicate them also."

On December 24 Hawke's Bay Today ran an article "Council says investigation clears Napier pound", based on a statement released by Napier City Council on a Ministry for Primary Industries Investigation into the Napier pound. This was based on an inspection report of the pound's compliance, however, a report investigating specific alleged breaches of the animal welfare code is yet to be released.
