Hawke's Bay District Health Board lagged the rest of the country in two Ministry of Health targets but improved in others, while Hawke's Bay Health achieved above the national average.
For the "shorter stays in emergency" and "improved access to elective surgery" categories, Hawke's Bay scored the second-lowest of the nation's DHBs.
Chief executive Kevin Snee said that, while he was disappointed with the two categories that fell short of government targets, work was in progress to improve performance.
The DHB improved on its performance in the areas of "better help for smokers to quit" and "more heart and diabetes checks", while "shorter waits for cancer treatments" and "increased immunisation" remained the same.
For shorter Emergency Department (ED) stays, the DHB was working on a project called Acute Inpatient Management - AIM 24/7 - to help Hawke's Bay Hospital flow "and make sure patients are treated in the right place, by the right people, at the right time, which will in turn improve the ED target result".
