All three had been excellent and inspirational to work with, Mr Herbert said, adding that the Napier City Council had a solid and unified base to it.
"I like doing it - I enjoy it," he said, adding that steering the city's services committee and working in with the Hawke's Bay Regional Land Transport Committee as the council representative was ultimately satisfying.
"It is all about getting the job done."
Having been involved as part of the Marine Parade redevelopment committee, and having a deep love of sport (he was a key figure in getting the Graeme Lowe Stand built at McLean Park along with other upgrades) he wants to see things through to their completion.
With several big cricket matches lined up for the park there are plans for additional lighting and wicket upgrades.
"There are a lot of things happening and Napier is looking good," he said, and praised the financial strategies Mrs Arnott had pursued and which effectively cleared the city of debt.
"So we have been able to do these things and Bill has come in and carried on the great work."
Mr Herbert said he was not interested in building a high public profile.
"I like working behind the scenes, talking to people and getting things done.
"And we [council] sort any problems out at seminar level - sort out any differences so we can then get on with the job we have to do."
He said it felt good to be part of a focused team, and is hoping to secure his seventh election.
"To see things like the Marine Parade upgrade through to fruition - I want to be there to see that."
