Ms Kozyniak said the Heretaunga Basin and Ruataniwha Basin saw normal to above normal water levels while the secondary basin saw mainly normal water levels.
Soil moisture for May was above normal.
For farmers this autumn remains one of the best in a while with stock and feed reasonably well placed heading into these winter months.
Hawke's Bay Federated Farmers president Will Foley said even though pasture covers were dropping, most farmers were in a good position to get through winter in good shape.
The State of the Environment report highlighted this and stated pasture covers were disappearing quickly due to the wetter than normal soils.
"This causes reduced feed utilisation, and lower temperatures increase livestock feed demand."
However, Mr Foley said with the large amounts of rain, dams and groundwater have had a good recharge that they wouldn't have necessarily got last year, although he wished it didn't all come at once.
Beef, lamb and mutton prices have increased through the autumn and remain at relatively high levels.
Meanwhile, the report stated dairy cow conditions were good and most herds were now dried off until calving.
Those who were supplying winter milk were finding the wet conditions challenging, but were well set up with feedpads and in-shed feeding.
Despite this milk production for the season in Hawke's Bay was down 10 per cent on last year, which was the second year in a row and reflected steps farmers took to manage in the low payout environment.
Production should lift again in 2017/18 based on improving payouts and good cow conditions.
Looking ahead through to August, Ms Kozyniak is predicting near or above average temperatures and near normal rain, river flows and soil moisture.
MetService meteorologist Sarah Haddon said for the next few days people could expect highs of about 15C and overnight lows of 2C.
"As a weak feature moves up the country on Friday there will be some cloud around and a couple of showers but we are only expecting these out towards the coastal areas."
Ms Haddon said tomorrow would be a mostly fine day with cloud burning off and some light winds.
Sunday was a similar story with another mainly fine day.
"There could be a couple of cold nights as if it is clear in the evening there will be no cloud cover and the heat will escape."
