Early morning rain had been a concern but it stopped just after the carnival opened at 10am.
"We were getting a bit scared about the rain [in the] morning but the sun came out right on time."
Miss McKinley, who is from Havelock North, said the carnival was a great way for people all over Hawke's Bay to support such a lovely village.
"It's definitely the people that make the event really good, to see everyone in the community coming out and enjoying themselves is great."
Most of the 50 or so stalls were local and the aim for future years would be to put even more of a focus on the great things Havelock North produces, she said.
This year the dog parade, with nearly 30 dogs (some dressed up), was a hit, the kids dance-off was popular and the Hatilicious Hat Parade and Basketball Jones were also highlights, she said.
"It's just a really nice vibe."
Jim Hardman came with his wife to the event for the first time after moving to Havelock North from Tauranga recently to be close to family.
"I'm really enjoying it, it's great here we love it."
Havelock North residents Richard and Julie Jones popped into the carnival after a movie at lunchtime.
"I think it looks wonderful, it's a great idea. A big thanks and congratulations needs to go to the organisers," Mr Jones said.
"We've been here before, it's fantastic."
Isobel Holdaway lives just up the road from the village and usually visits the carnival each year.
"It's got a really nice atmosphere and it's great the sun came out," she said.
The event transformed from Boulevard Day to the Village Street Carnival in 2014 to
create a family fun day more in keeping with Havelock North's boutique shopping experience.
This year there was music, food stalls, rides, bouncy castles, games, performances, artists creating their wares on the street and businesses were open.
