That goal stung the visitors into action as English striker Saul Halpin scored a hat-trick of goals (12th, 14th, 20th) within nine minutes in his debut since finishing with the Hawke's Bay United in the final in the ASB Premiership.
But Wilson said the Blues squandered three chances heading into halftime.
Hoyle and Biss shot wide, he lamented, while last game's hat-trick striker, Angus Kilkolly, should have done better.
Lower Hutt only had one shot at goal in the second half, "the only time goalkeeper Reuben Parker was called into action".
Bay United player Stephen Hoyle claimed a goal two minutes into added time for a 4-1 result while franchise defender Finlay Milne made his Rovers debut.
"It was a beautiful day in Wellington. We even had to put on some suntan lotion," said Wilson who was at the helm after player/assistant coach Chris Greatholder didn't travel because of his work commitments.
"I was ably assisted by Matt Bruin," Wilson said.
Player/coach Bill Robertson is playing in the Oceania League in Suva, Fiji, as Team Wellington co-captain.
The Rovers host last-placed Tawa FC, who lost 1-0 to Stop Out on Saturday, at the Bluewater Stadium, Park Island, this Sunday in a 2pm kick off.
In other games, Wairarapa United beat Petone FC 2-0, Wellington Olympic overcame Western Suburbs by the same margin while Palmerston North heaped further misery on defending champions Miramar Rangers, 2-1.
Rovers and Wairarapa are tied on nine points on the top of the table but the former have a better goal difference.
