Tararua District Council's economic development plan is all about creating a strong district, says Lianne Simpkin, the council's communications and marketing manager.
"A strong, growing, prosperous local economy attracts, welcomes and retains businesses and residents," she said. "Few, if any economic development strategies exist to slow or reverse the flowof people from the district, so we need to establish the 'pull factors' of country lifestyle and market these."
The council's economic development plan for 2013 to 2018 clarifies its commitment to economic development and sustainability within the Tararua District.
"The council has been increasing the number of resources focused on economic development in the last two years. However, council cannot create jobs and wealth, that is the role of the private sector," Mrs Simpkin said.
"But the council can ensure the infrastructure is in place to support business, and to enable, co-ordinate and promote business opportunities and initiatives - as well as the great lifestyle choices available in the district.
"It's also important to plug the leaks in our local economy when residents spend at regional shopping centres, invest in out-of-town businesses, holiday away from home or pay for services outside the district.
Suresh Patel, chairman of the Dannevirke Chamber of Commerce, said: "It is important to retain as much local income as possible. The chamber is developing a survey to assess the extent of the 'leaks' in our local economy."
One suggested way to encourage buying local is to create a flourishing farmers market, something which is supported by Tararua District mayor Roly Ellis, who has suggested using the new hall at the A&P Showgrounds as a market site.
"I think this is an ideal spot for a farmers market," he said.
"We need something like that in town."
And while there has been a downward trend in the district's population, migration trends have improved over the past six months.
The number of residents leaving the district for Australia is rapidly falling and a steady stream of people are arriving from all over the world.
