The disintegrating condition of the sea/road wall in Tokomaru Bay is a classic example of why Big is not Better.

Once Waiapu County Council’s priorities were Waiapu County Council’s and the wall was constantly maintained.

Under Greater Gisborne District Council, the wall is no longer a Waiapu priority but a GDC priority, so naturally is not as high on the list as it would and should be — so will now cost a lot more time and money to fix, which leaves the residents potentially more vulnerable.
